Burter is the fastest in the Universe. No one can outspeed him. Of course it’s to be expected. Burter was a fan favorite character. With his speed and skills it’s no wonder Goku had trouble with him. In fact Burter might even be able to beat Goku. With his speed nothing would surprise me. He may be the quickest and overall best fighter ever.
