Well Ho-Oh is a pretty tough Pokemon, but Groudon is The King of Flames in Pokemon World. None who stand before him come out unsinged. Ho-Oh can dodge for a while but eventually Groudon will land a hit and down Ho-Oh will go. Groudon is just too powerful. Groudon wins.
