Plasticman can stretch and use his abilities to the very limit. Of course in the end he’ll never be at Jiraiya’s level. Jiraiya has enough powers to take down Plasticman in one hit. Plasticman just didn’t have enough skills. Jiraiya wins.

Well yeah. Naruto characters are far superior to the Martian Manhunter. He wouldn’t stand a chance against most of them. Jiraiya is also one of the stronger Naruto fighters, and with his Rasengan Plasticman wouldn’t stand a chance.
