General Pepper is a pretty high ranking guy who strikes fear into the hearts of many! Just the thought of going up against him can be enough to get everyone dizzy. Still, he’s up against Fox, the leader of Star Fox. He doesn’t back down from anybody and always manages to win. Fox wins.
