Leviamon managed a narrow win against Wailord, but will he be able to pull off another victory against Kyogre? Kyogre is a legendary Pokemon and his abilities are far superior to Wailord’s. Kyogre has a large array of abilities and he definitely has a lot more options in long range combat which will definitely help him take the win. The Speed advantage comes in handy as well. Kyogre wins.

Using power scaling he is a member of the seven demon lords even a weaker member like lilithmon destroyed an universe in the manga.
It will be hard for Leviamon to really land any hits on Kyogre though. Then Kyogre also has his Primal Form which ups his game as well. Leviamon has a lot of raw power, but the speed differential is crucial here

I think you’re not really understanding the size difference. Leviamon is massive, in fact there’s no limit to how big and strong it can grow, because it can compound the data of everything it eats into its own. It’s been described as “the strongest monster existing in the Digital World”, straight out of the Digimon Reference Book. You’ll find that description on any wiki. It may be easy to overlook that since it hasn’t had any real appearance in the show, despite the show featuring many of the other Demon Lords, but it’s not because Leviamon is at the bottom of the food chain or anything. Appearance in the games is non-canon and size/strength limited for gameplay reasons.
Kyogre, even Primal, is a gnat to this thing. Even if we assume Leviamon is only a mile long (which is very realistically a “minimum” size for it, and remember there is no maximum), Kyogre is approximately 45 ft long going by the anime, and we can assume Primal Kyogre is about twice as long, so 90 ft. Leviamon is 5280 ft long. Even if size isn’t everything, at that size Leviamon’s skin/scales would be so thick, Kyogre’s attacks would do little more than tickle it, and even a swat of Leviamon’s tail would break every bone in Kyogre’s body and kill it instantly. It’s simply not fair to compare the two.
The size is pretty impressive to be sure but the downside is that it also makes Leviamon a pretty big target for Kyogre. Think of it this way, there is no way for him to hide at that point while Kyogre is small enough where he should be able to dodge with ease. He’ll end up having a big advantage there
