Suggested by iKnowledge Vexen is a solid fighter and his shield makes for an ideal defense. It’ll be tough for Korra to actually land a lot of damage until she either breaks the shield or starts hitting around it. Still, this is something that is definitely very doable for her. She is a quick fighter and in her Avatar state her offensive abilities are nothing to sneeze at either. Vexen’s abilities are perfect for prolonging this fight, but I don’t see him being able to take the offensive at any point. Korra wins.

Vexen’s boss fight in Chain of Memories was extremely hard for me, even in Beginner Mode, but don’t let the gameplay fool you. Vexen’s defenses and ice attacks are definitely powerful and could easily take out several foes, but they won’t be nearly enough to take down Korra. Korra is a water bender and should not be underestimated. She can literally almost do anything water related. She can be considered Omnipotent in Water Bending. Korra stomps.
Those bosses were definitely a lot of fun. Korra certainly has the edge though. Her bending abilities are really solid and also make her much more of a versatile fighter than Vexen. I agree that he would be overwhelmed
