Ulti is a powerful fighter but she isn’t going to be taking down someone like Luffy. Luffy’s gear abilities make him far too strong and fast to be stopped very easily. He’s on a different level from Ulti here and while she can potentially beat him if he holds back too much, a Luffy who’s going all out from the start would win quickly. Luffy wins.
