Rocket is definitely one of the fan favorite characters from Marvel and he is a solid fighter with a blaster. The thing is….this wont be enough to stop the armored Avenger. Ironman just needs to fire one Unibeam and it is lights out for Rocket. Rocket is charismatic, but he’s technically not one of the stronger Marvel fighters. Ironman wins.

Rocket:
+Has Better tech (Iron Man himself admitted this)
+ Is more strategic and can come up with plans on the fly
+ Is smarter
+ Has better accuracy feats (shot down Sam Alexander who is the kid version of Nova)
+ has tanked shots from Gladiator
– has weaker defense
– weaker maneuverability
Iron Man:
+ has better defense
+ has better maneuverability
– weaker offense
– less accuracy feats
– is not a good military strategist and doesn’t come up with on the fly plans
– isn’t as smart as rocket
I think that rocket would hit iron man first, and kill him(better accuracy). Even if Iron mMan got the first shot, Rocket can tank a few repulsors with his GOTG suit, whereas his guns can take down Thanos and a Templar from the Universal Church of Truth.

Rocket’s tech is good, but Ironman’s strongest armors can take out countries and planets. I don’t think Rocket would be able to do that and Iron Man is faster so he should get the first hit in.
