Joker has Emperor Form and with it he can do just about anything. His powers are off the charts. The Penguin has some good hand to hand action, but in the end it’s just not enough too take down the Joker. The Joker wins this match and shows why he’s the Crown Prince of Crime! Penguin takes a loss, but he’ll be back one of these days. Joker wins.

It would be awesome to see these two go against each other in a gang war in Gotham. I can see Joker using laughing to gas to poison Penguin.
And once poisoned, Penguin won’t be much of a threat to the Crown Prince of Crime!
Exactly! Joker would win. If Penguin had a plan to defeat Joker, he has the umbrella that can shoot and he can smuggle in weapons for his troops. Penguin can be a tough opponent.
